short professional report ( hazardous waste/environmental engineer )
Question Description
You are hired as hazardous waste/environmental engineer consultant by a venture capital firm that is forming a new company: road to counter. This company proposes to take ground up asphalt from roadways and pass it through a series of rinses to ultimately generate “cleaned road rocks” that will then be sold to man made kitchen counter companies to be incorporated in the next generation counter tops similar to Corian Countertops. The ground asphalt is rinsed in REACTOR X under high pressure at 100oF with a commercial product called “Sure Klean® Asphalt & Tar Remover.” It was not designed for this use, but road to counter has found a way to safely use this product to remove the asphalt binder from the polished aggregate. The cleaned aggregate is then washed with tap water. The rinsed water is to be treated by a local, properly permitted industrial wastewater plant, and the rinsed water.

You have been hired to evaluate the waste materials from REACTOR X and determine how to handle and dispose of them. The reactor is loaded with ground asphalt and Sure Klean, and run for an hour. The contents are then passed through screens to remove the aggregate down to 0.1mm. The remainders of the contents are considered waste. When separated, two waste streams come from REACTOR X. The first is a liquid that is mostly used Sure Klean with dissolved asphaltic tar (medium molecular weight hydrocarbon typically found in asphalt binders). The second is a thick viscous sludge containing the heavier weight hydrocarbons from the asphaltic binders that would not dissolve in the Sure Klean.

A short professional report that evaluates each of the two wastes to determine if they are likely considered RCRA hazardous wastes. Your reasoning and approach is to be documented. Further more, you are then to recommend a management plan: including selecting the appropriate treatment or disposal method for each and identify the specific TSDF by name, address and EPA ID Number. NOTE TSDF here is used broadly, the facility may be a haz waste facility, a recycler, or other handler if legal and appropriate. You must provide your reasoning and all reference, citations, and methods that support your plan. While there is no set length limit, it is recommended you shoot for 2.5-3 pages of pure text (11 pt standard margins), not including any figures, pictures, tables, and reference lists provided. A cover sheet, main text, and citation list are all mandatory other items can be sued as necessary. Graduate students will perform individually. Undergraduates can form into teams of up to three, or can work as pairs or individuals. If you work in pairs or teams of three, you must include an additional highly detailed description of how you worked together and what each member did. This description must be signed by each member.2.5-3 pages of pure text (11 pt standard margins)
