In response to the terrorist attacks of 9/11, the government took steps and passed legislation that placed limitations of civil liberties. Limits were lessened on domestic spying and decreased Congressional checks and balance (Berman & Flint, 2003, 2). The rules on information collection were reduced though electronic and other means. Larger amounts of information were collected in an effort to cast a wider net without direction. There were distinctions that created a wall in the prevention of the sharing of information. A goal of the Patriot Act was to reduce these walls between law enforcement and intelligence (Berman & Flint, 2003, 56). Some walls were built between agencies as a result of legal, policy, institutional, and individual factors. Some of these walls were created to protect individual rights, while others protect national security interests. The Patriot Act broke down these walls indiscriminately and allowed for the collection and sharing of information to both law enforcement and intelligence agencies. The act allowed for governmental wire taps and surveillance. The act expanded the scope of certain electronic monitoring and allowed for data mining. There are no guidelines on how to use data mining. Potentially, data mining could be used to watch all citizens, all the time (Berman & Flint, 2003, 57).
There are ethical issues that have arisen as a result of the Patriot Act. First, is the issue of the infringement of civil liberties of US citizens in the name of security. Law enforcement and intelligence agencies were able to collect and share information without standards that resulted in the loss of privacy, due process, and other civil liberties (Berman & Flint, 2003, 58). Another ethical issue is the monitoring of activities that are linked to ideologies. Since terrorists follow an ideology, religion and politics are not irrelevant (Berman & Flint, 2003, 57). This means that those who follow a certain religion or how certain political views may be considered suspicious when it is not warranted. When ideology is used as a guide, innocent people may be suspected of criminal or terrorist involvement for no reason. Even if there is no reasonable indication of criminal or terrorist activities, preliminary investigations can be conducted for up to a year without producing results and with no internal review or independent scrutiny.
