- Explain why some people are unhappy with the provisions of the Patriot Act. Provide your opinions about whether or not you feel this law could have passed prior to the attacks on September 11, 2001.
- Describe events that led to the signing of the Homeland Security Act 2002 into law on November 25, 2002. What was the intent of this Act and what department did it create? How did the Act change FEMA’s emergency response role? Several agencies resisted efforts to be incorporated in the new department. Identify three such agencies and explain why they may have been reluctant to join. Do you agree?
